Europa Road has warned that major changes to European van legislation could affect urgent EU freight capacity, transit times and pricing, as new rules come into force in the coming weeks.
From July 2026, new European tachograph regulations will apply to vans with a maximum authorised mass of 2.5 to 3.5 tonnes operating internationally or undertaking cabotage movements. The rules will require affected vehicles to be fitted with second-generation smart tachographs that automatically record driving time, speed, distance travelled and driver activity.
The measures are designed to strengthen compliance with drivers’ hours rules, improve road safety and protect driver welfare, but they are also expected to place additional pressure on vehicle availability and service capacity across the sector.
New Rules for International Van Movements
Europa said its Express Van service will remain fully operational, giving customers a dedicated option for urgent European freight as operators adapt to the new rules.

They are being introduced to improve safety, welfare and compliance, but they are also likely to put pressure on transit times, pricing and vehicle availability for customers.

Europa believes the changes may also prompt some businesses to review how they move time-sensitive freight into Europe, particularly where cost and capacity are becoming increasingly important considerations.
"A dedicated van will always have an important role for truly urgent shipments," Redmile continued. "However, not every time-critical movement requires a dedicated vehicle. Many customers are now looking for the best balance of speed, reliability and cost, and that's where having multiple transport options becomes valuable."
